Procedure to apply B2 visa for my wife

Hi

I work in Singapore and applying for B1 visa and iam planning to take my wife .Wher should i apply Singapore or India .In Singapore she hold just tourist visa so she wont be able to apply ..i guesss so .
If she needs to apply from India what are the documents required ??
