Visitor VISA for Iranian Relatives

Hello,
I really need help. I've emailed immigration but they don't reply.

My wife is an American permanent resident and she wants to bring her father, mother and 16 year old sister to the USA for a visit. We have absolutely no idea what to do and where to begin or anything. As far as we know it, the is not a US cosulate in Iran, so we dont know what to do. Please if any one knows what we need to do, can you please list them and tell us where and how to get them done.

As there is no US embassy/consulate in Iran, they will have to travel to the nearby country that handles the visa for Iranians.
