Re-visit

My MIL was here on a 6-month visitor visa for the first time. She had to go to US consulate for an interview for the first time. Now that she wants to re-visit us, does she have to go to US consulate again and attend an interview for obtaining Visa or can she go through TTServices (dropbox)?

Another question. Now that travelling via Germany needs a transit visa, does any one know wheather any other EU countries have the same norms?, specifically UK.
