Countries that don't need transit VISA

I'd would like my mother to fly directly from India with one stop in Europe without having to apply for any VISA for transit countries. I am not aware of the present rules, do you need a transit VISA for any country that you connect from in Europe?

Is there no route via Europe?

Reading through the link that you sent me. Seems like Singapore is the only country that doesn't require transit VISA. I know that Germany required one, but in the link it suggests that UK might need one too?

Is there no country through Europe that you can transit without a transit VISA for an Indian passport holder?

If you read it carefully, it says Germany does not require current as they put it on hold for now.
