Filed at the end of April, filing acknowledged and payment taken, but haven't gotten a Biometrics appointment. Is that unusual?

I don't have a birth certificate, so obtained a 'Non-availability of Birth Certificate' certificate from the local government of my birthplace and submitted along with affidavits from my parents and early school records along with initial application. Still, USCIS issued REIF asking for primary evidence of birth record (birth certificate)/ original statement from government authority saying such a record doesn't exist ('Non-availability of Birth Certificate' certificate). I responded to REIF with the same documents I submitted with the initial application with a cover letter explaining why I only have secondary evidence of my birth record.
