    My case is like yours with EB3 downgrade with PD Dec 2013. Trying to expedite my I-140 EB3 downgrade but got rejected recently.
    But our EAD and AP got approved. I reached out to my congressman's office and they helped us expedite it and got approved in a week after expedite request accepted. You can try reaching out to your congressman.

    A common misconception, the 60 days is before submitting the I-485. The doctor can't sign the I-693 more than 60 days before the I-485 is received by USCIS.

    We received our green cards yesterday! Following is our timeline

    EB1C - Multinational manager (L1A) - India

    Oct 2020: Application sent for I485+I765+I131
    Feb 2021: Receipt notice:
    May 2021: Biometrics:
    July 2021: I485J Notice
    Aug 2021: EAD/AP Card Received
    Sep 2021: RFE Notice for medicals
    End of Sep 2021: I-485 Approval
    Oct 2021: Green Cards Received

    Actually in our case, our attorney asked us to wait until uscis issues RFE for medical. So we waited until our attorney called us to proceed with medicals. As per our attorney, uscis were working hard to issue as many GCs they could before the end of fiscal year. So they didn’t have time to issue RFE at all. So our medicals were requested through the call to attorney from uscis. We never received RFE letter for medical. We tried our best to get everything done within a week.     I don't know what your service center is but I would think that for most service centers the EAD processing time is around 9 months. I would recommend that you submit an “outside normal processing time” service request online with USCIS for your I-765 application.
