OCI or PIO

Hi,

I gave birth to a baby this year in USA. My husband is a US citizen since 2010. He was earlier an indian citizen by birth. I am an Indian Citizen and a US Green card holder.

We have applied for a US Passport for our baby. PLease let us know whether
1) We need to apply for PIO or OCI for our baby to visit india.
2) We live in SFO, California. How long will it take to process PIO/OCI card through Indian Embassy in SFO.
3) Do we need to go in person to apply for these. ie do both parents need to go in person along with baby to embassy or one of the parent can go alone. Is there option to apply online.
4) Do we need US passport for baby to apply for these.
