Visitor Visa from UK

Hello,

I have a question. I have a friend from the UK who is interested in visiting the US temporarily for holiday purposes. i looked through the website and was unable to determine whethor or not he would need a visiting visa in order to do so. He already has a passport, so all i need to know is if he needs a visa, and if so, the type of visa that is needed, and the cost. please respond as soon as possible, thank you.
