On 05/14/2014 - Personally visited BLS to inquire application status, found they had our passports ready to dispatch but nothing done since it arrived from consulate on 04/16/2014. When I inquired why it is not been dispatched, they hand our passports with out any explanation. They are such a ignorant that I just can't explain.
On 05/05/2014 -NY Indian consulate sent me an email saying our OCI is matched already and dispatch to BLS office on April 16th 2014. But BLS is still saying it is waiting for OCI match-up from NY consulate. I am stuck in this situation. Tried so may times to contact BLS the answer given is still the same. One of Indian Consulate member sent couple of emails to BLS asking for status update on my application, but no response yet from BLS. Not sure what to do. I am really worried because BLS is closing its operation May 16th 2014. Not sure what will happen to my application. Did any body experienced this kind of problem or delays before?

Update: I received my as well as my son's OCI cards with US passports on 4/21. Still waiting on my wife's application to be processed.
Update: 4/3 - received email to mail the US Passport for OCI matchup for me and my son. Still no word or update on my wife's application which continues to show Under Progress.
Strange thing is that that there is no update on the GOI site about OCI cards being received from India by the local consulate. The item continues to show blank.
