There is no update since BLS received my passport on 4/2. It's almost a week now, no one picks up phone.
Took 6 weeks exact, 3 got approved on 19 and 1 on 20. Now waiting for the document stamping part.
After two weeks BLS sent the passport to consulate.
Suddenly all four passports are back from consulate with OCI sticker. Hope they are dispatched in couple of days.

The application and approval process went well. Very satisfied with Consulate and MOIA's handling the entire process. The only disappointment was on the BLS handling. Their hand-off to and from consulate delayed the process by few days.
DO NOT USE BLS's pre-paid shipping service. It is a rip-off. At the beginning, I paid $28 for return, but BLS could not find my payment. They charged me again $28.00 (I had no other option other than flying to Houston to get my passport). In the end, they dispatch the documents via FEDEX Ground ($10.00).

Delays:
1) Original US Passport was delivered to BLS via FedEx on February 18, 2014. But they acknowledged receipt only on February 25.
2) While BLS and consulate websites claim that passport match-up with OCI takes 5-7 working days, it took them >1 month for the same.
3) It was of great concern that the original passport was stuck at the consulate for >1 month for match-up/U-visa sticker (especially that several US passports were reported stolen from San Francisco Consulate in December 2013). However, BLS inquiries (escalation tickets) were closed without any comments, while CGISF never replied to any email. Advertised telephone numbers also did not work either.

03/11 Update: I received my kids' cards. However the adult passports and OCI cards returned from embassy to BLS a day later. As a result, my FedEx airbill was used without waiting for the adults documents. Therefore, I had to send an additional FedEx airbill for return of the adult passports. Now waiting...
My application was returned by BLS at first attempt citing a new requirement to have the application notorized. The requirement was not listed on their website at the time.
