If you are a U.S. citizen and have any questions regarding nonimmigrant visa inquiries or processes (of course for someone else), you can be present at the American Citizen Services of U.S. Consulate’s consular section between 4.00 PM and 4.30 PM with your U.S. passport. You can meet with Nonimmigrant Visa Unit staff on the same day between 4.00 PM and 5.00 PM.
This facility is available only once a week on Tuesdays.
