If you are submitting for Family you have to pay for return courier for each member of the family separately. This is crazy. I had only paid for mine thinking they will mail all three passports together but they did not. I drove in and personally picked up the ones for my wife and son.

No outsourcing office involved. Application delivered in person at the consulate. Very quick. Will take approximately 6 weeks for me, and maybe longer for my non-Indian partner, according to the person who accepted my application. Fee was 218 Euro per person. I went in person the morning of the 15th to drop off my passport, and picked it up that afternoon. Done. Still waiting for my non-Indian wife's OCI. No movement on the tracking website.
