Updated: Got New & Old OCI / US Passport back 2 months after applying.
2nd Child's OCI -reissue application is now under process at Delhi (for document printing) since March 18, 2015 and all CKGS can do is say what is on the website. All I can do is now wait until 42-days from the acknowledgement date, because that what the website recommends as minimum time to process / print / dispatch. Alternatively I could send an email to Chicago consul general requesting an intervention, but who knows if anyone will respond. Please not that my 1st child's OCI re-issue application (see another tracker under same name) was a semi-smooth process and when the application was sent to Delhi, the OCI re-issue card was printed very quickly. It was mailed on Apr 16 and I received email for OCI matchup, even though the official tracker says consulate not received documents. Mailing original passport on Apr 24. I will update this tracker when the process moves ahead.

I had no issues with CKGS New York. This is for initial issue of OCI card to a minor with both parents are Indian citizens on green cards. I was monitoring MOIA and CKGS tracking sites. After seeing OCI documents received at NY consulate date on MOIA site, I proactively sent an email to CKGS asking for OCI match up email. I got a call from CKGS New York followed by an email asking for OCI match up form, US passport, $15 Money Order for courier fee (I sent a return shipping label at the time of submitting application, still sent $15 MO so they can discard the shipping label that I sent and create their own to return documents). It is expensive ($45 just on shipping charges to FedEx for 3 shipments + $304 processing fee), but overall process is smooth that takes nearly 50 days to complete. U Visa is issued on the passport in addition to OCI card. I wish we can directly talk to CKGS onsite team in NY. Please let me know if you need any information on filling forms, attachments etc.
