This forum helped me estimate and understand how long OCI Minor at NY Center takes and I wanted to share my experience here.
The application was processed in total 21 days (One day is consulate holiday) for the process. This is an automate jobs that runs on every day except holiday. For the holidays list you can visit Consulate website.

VFS Appointment booked 5/02/2019
photos rejected due to shadows on the face and back ground.
re presented on 6/02/2019.
rejected due to not updating middle name. To be done online
Re presented again 07/02/2019. Accepted. But not return envelop presented. Bought from counter DX delivery 20 ponds per envelop.
Dispatched on same date.
Received in Delhi 08/02/2019.

Went back to VFS with passports.
should be arrived in the next 7 days. But nothing.

OCI in Lieu of PIO
Things I did to prepare for the application
After going through the application instructions on CKGS website and a Youtube about “how to fill” the government website form, wrote down everything I would need, collected and scanned documents. All copies sent were color copies. No staple pins were used, placed the documents in the package in the order it was listed on the Document checklist. Signed copies of my Driver’s License, Passport copy, and Utility Bill for address changed. Used paint to convert the signature in 1:3 [200 pixels x 67 pixels] and Photograph [900 pixels x 900 pixels].I saved a copy of all the documents that were printed. Used UPS and paid for it to CKGS. Send in naturalization certificate copy, renunciation letter, old cancelled Indian passport copy, it was not on the document list. Photographs were taken at WalMart.
Called CKGS each time I got stuck, used chrome and completed the government application in one sitting, but did the CKGS part one day and the next day did government form.

OCI document upload problem
I have been unable to successfully upload documents during the OCI card application using macOS or linux. I used both firefox and chrome in both cases. After clicking upload I get a blank page.
I resolved this issue by using chrome on windows 10. Advise you only use windows 10 for this one. Submitted March 2019.
