Second time received the form I-797c

But couple days ago I received I -797c second time

Biometrics to EAD time
My biometrics were completed on June 24th. The status reads that USCIS: " completed our review of your fingerprints and are working on your Form I-765," I am at 100 days now and am wondering what is a reasonable time frame to expect from here?

I have a position to go back to that are beginning to worry about my visa issue.

How soon does it normally take for biometrics completion?

It's almost a month since I had my biometrics and status remains "we have accepted your application and will start working on it...".

Question about EAD

Question: When I started the EAD process, I thought that there was a line and USCIS worked on a "first come, first served" basis. Well... that's CLEARLY NOT the case (although they say on their website that they generally process cases in the order they receive them). If that's the case... how can you explain the fact that people who filed AFTER me have they cards already when we all filed under the same category (c9) through NBC?

What determines who gets the ead first? Is it just luck?
I think that the USCIS people get to work in the morning and they throw all the applications in the air and the ones that they can pick before hitting the ground are the ones they are going to process that day. LOL (funny, but tragic)
