First of all, I would like to thank immihelp and tripadvisor and all its users for the valuable information.
Ok, so I applied H1 for my wife and she did not get any job till October and as per my friend's advice I decided to go out of country by Oct 1st 2014 and come back with H4.
I googled around about H4 stamping and found Mr. Salvador (
https://mexicovisaservice.appspot.com/). Then I googled about Mr. Salvador. He is the general manager of Best Western Hotel in Matamoros. Speaks English. From the reviews, I found that he is reliable and caring person. I found one person who lives in Houston, Texas (I am in Houston too) who went to Matamoros recently and stayed with Mr. Salvador. I contacted him through email. He gave answers to all my questions (lots of questions) and he was there for me till the end. I am grateful to him and promised that I would pay it forward by sharing my experience and helping others.
This is what I did. Before we proceed, note that, I sent only my wife and 3 and half year old daughter to Mexico for H4 stamping. I did not go as I was worried if my visa gets rejected for any reason, there is a bigger risk.
1) Filled up DS160.
2) Made appointment for US Embassy in Matamoros. Payment is like $190 for one person. The website says to pay with Mexican visa card. I called up the call center and they accepted my bank of America card. They will give a confirmation number. Write it down, there is no way you can get that again. Two appointments, one day for finger printing and next day for consular interview.
3) Prepared all the documents needed for H4 stamping.
4) Took 100$ in cash with lot of one dollar, five dollar bills and quarters. You don’t need Mexican currency (Pesos) at all.
5) Decided to drive from Houston to Brownsville, Texas. That’s the nearest US town to Matamoros. I planned to stay there in Brownsville for two days while my wife and daughter goes to Matamoros.
6) Although I did not plan to cross the border, I took my documents like passport, I797, client letters etc. just in case. [It was indeed needed. When travelling back from Brownsville, about an hour later, there was a check post by Customs and Border Protection. If you are not a citizen, they ask you to show your documents]
7) On Monday evening, I started from Houston and traveled for 5 hours to reach Brownsville, Texas. Stayed in Holiday Inn Express.
8) On Tuesday morning by 8 0’ clock, Mr. Salvador came. We greeted each other and talked for a minute. My wife and daughter got in his car and went.
9) He crossed the border through a toll bridge. There was no check, no questions, no immigration, nothing. It was like paying toll on a highway and keep going.
10) My wife checked in at the Best Western hotel.
a. Side Notes
i. 4th floor of the hotel gets US cellphone signals.
ii. Wife stayed in second floor suite because she needed Microwave in the room.
iii. Mr. Salvador allows you to use the kitchen at the hotel. (There is a restaurant with in the hotel). Restaurant is open till 11pm and you can get unlimited milk all the time. My daughter is a picky eater. Although we packed food for her for all three days, we needed heating. But as I mentioned, you are free to use the kitchen to cook full meals for you and your family.
iv. Except Mr. Salvador and one or two people, nobody else speaks English.
v. My wife asked for a chicken burger and chicken nuggets. Although it is not in their menu, they prepared just for her. Sometimes, she just ordered food from the room and they brought it to her.
vi. When she had trouble ordering pizza at Dominoes (Spanish), she called the front desk and they ordered the pizza for her.
11) I was bit worried about not having immigration check while crossing border. If they don’t take her I94 off and update the system, how else would US know that she went out of the country? Seems like I was worried for nothing after all. The US will know that she exited the country and changed her status when she returns. After she came back, I verified her I94 in the below link (updated after several hours) and it showed that she went out of country by Sep30th and entered by Oct 2nd.

12) Mr. Salvador took my wife for shopping (to buy water bottles etc.). You can pay by American dollars and they give back pesos as change.
13) Then he took her to the Mexican border office. Since he knew someone in the office, they just went in. Wife gave her passport and they stamped that she entered Mexico by Sep 30th. If you are coming to Mexico for visa stamping, you can stay in Mexico for three days without a Mexican visa.
14) By 3.30, Mr. Salvador took her to the ASC for fingerprinting.
15) On Wednesday morning, Mr. Salvador’s assistant took her to the Consular interview.
16) They check the documents at one section and actual interview happens in another section. In the document checking section, the person did not know what to check for H4 stamping when her principal applicant with H1 is not available. She went in, checked with someone and came back to proceed with document verification.
17) ‘Where are you from?’ ‘Houston’. ‘Collect your passport in the afternoon’ Interview over ?
18) Once the interview is done, you need to cross the road to get to a gas station (or a shop called xxx) and call the hotel so they can come and pick you up.
19) On Wednesday afternoon, again Mr. Salvador’s assistant drove her to collect the passport.
20) Thursday morning, Mr. Salvador dropped them in the Mexico border office. She crossed the border through Gateway Bridge. The queue will be longer as there will be lot of people waiting to enter US with temporary visa. You can bypass them saying you want to go to the immigration office.
21) At the immigration office, wife asked for new I94 and they gave it in an hour. (Note: Once you enter the US office, just go to your right hand side where the immigration office is. Submit your passport there. If there is no one at the counter just ring the bell or stand in front of the counter and wait for some officers to collect your passport. It’s very important to give them your passport. They don’t give a token or anything. They keep your passport in a queue and depending on the order they call you.)
22) Wife came to Texas and called me. I was waiting in a paid parking area (1$ per hour, 5$ per day) near UETA duty free shop. Parking is just opposite to ROSS and very near to the Gateway Bridge. Once I got a call, I asked her to wait in the park just across the road from where she entered Texas. I reached there in 2 minutes and picked them.
23) On the way back, there was US check post nearly 100 miles from Brownsville. They checked the passport and I showed the I797 as well (since I did not have a stamped visa in my passport). They asked like what is your job, are you working in Houston or just passing by, which country are you from?’ Nothing serious and they let us go.
24) Thanked Mr. Salvador for everything. Without him we would have been at a loss. Mr. Salvador asked for nothing except asking me to write my experience so others will get the idea. He is very warm hearted, very understanding and very helpful. From what I read from other reviews, he acted as a tour guide and took them around Matamoros and local market etc, told them about the Mexican culture and took them for dinner once. The reviews went on and on about this gem of a person, I really wanted to meet him. Glad I got the chance.
