Can I attend Any counslate... if I am not residing currently in INDIA

I am working in US and done my MS here. I am now planning to come down to india for my stamping.. i want to know if I can attend any counslate in INDIA.. since i have been working abroad.

Got Visa stamped in 3 weeks the day after 221 g issued
Guys,
Whoever got 221g blue slips from chennai they dont need to worry for the delay bcoz i hope my case will give some boost for you
i attended on sept 5th for interview and got 221 g blue
on oct 18th i received the necessary documents from my employer
I submitted those docs on october 21st
I got another courier on october 28th with 221 g blue saying that it requires AAP.Then I thought i can forget about H1 for atleast 3 months as i have seen the past experiences from the people who had AAP
But with in 1 week that is on Nov 5th I got a courier from VFS saying that to send Passport and I AM JUST SHOCKED!!!!!!!!!!!!!!! and still in dilemma whether its real or not
I sent my Passport along with DS156 and 157 on Nov 7th and today I got my Passport back with VISA STAMPED!!!!!!!!!!!!!!!!!!!!!!
So the guys who are in AAPs no need to wait as far as if you people can take my case as they are speeden up the things
