As per Department of Labor (DOL), there are 4 wage levels. Among them, level 1 is for the entry level positions and USCIS is of the opinion that many entry level positions don’t require bachelor’s degree and therefore don’t quality for H1B visa.
However, there are many entry level jobs that are complex and in specialty occupation that require a minimum of bachelor’s degree.
To confirm that, USCIS routinely issues Level 1 RFE.
